Do I Need an NZeTA and IVL to Visit New Zealand?

Madeline Ross·02 Jun 2026

Most travellers visiting New Zealand from visa waiver countries need an Electronic Tourist Authority (ETA) before they fly. Many visitors also need to pay the International Visitor Conservation and Tourism Levy (IVL) at the same time. As of October 2024, the IVL costs NZ$100. The NZeTA is usually valid for up to 2 years, and most applications are approved within 72 hours, though it’s best to apply earlier.

If you’re travelling to New Zealand for a holiday, there’s a good chance you’ll need two things before departure:

Requirement What It Is Typical Cost Validity
NZeTA New Zealand Electronic Travel Authority NZ$17 via app or NZ$23 online Up to 2 years
IVL International Visitor Conservation and Tourism Levy NZ$100 Paid once per NZeTA application

The NZeTA is not a visa itself. It’s a travel authorisation required for visitors from visa-waiver countries, including travellers from the United States, Canada, the UK, Singapore, much of Europe, and several other countries.

The application for the ETA can be made online or via the NZeTA mobile app. The process should take about 10 minutes and must be undertaken prior to travel.

Who needs an NZeTA?

You’ll usually need an NZeTA if you are:

  • Visiting New Zealand for a holiday
  • Transiting through Auckland Airport
  • Travelling on a passport from a visa waiver country
  • Arriving on a cruise ship

Australian citizens don’t need an NZeTA. Some travellers may also be exempt from paying the IVL.

If you’re unsure which category applies to you, New Zealand Immigration has a full eligibility list, or you can speak with our team before booking your trip.

How long does the NZeTA take?

Most applications are approved within 72 hours, but delays can happen during busy travel periods.

We normally recommend applying at least a week before departure, especially during the New Zealand summer season from December through February when visitor numbers increase.

What is the IVL used for?

The International Visitor Conservation and Tourism Levy helps fund tourism infrastructure and conservation work across New Zealand.

That includes:

  • National park maintenance
  • Walking track repairs
  • Visitor facilities
  • Conservation projects
  • Regional tourism infrastructure

Places like Milford Sound, Aoraki Mount Cook National Park, Tongariro National Park, and parts of Queenstown all benefit from IVL funding.

If you’re planning a nature-focused itinerary, especially around Fiordland or the South Island alpine regions, the levy contributes directly to maintaining many of the places visitors come to experience.

You can read more about the recent levy increase in our guide to the New Zealand IVL changes.

Do children need an NZeTA?

Yes. Children travelling on passports from visa waiver countries usually still require their own NZeTA, even if they are included in a family trip.

Can you apply at the airport?

No. Airlines may refuse boarding if you haven’t completed the required travel authorisation before check-in.

It’s best to organise your NZeTA well before flying to New Zealand, particularly if you have connecting international flights.

Take a look at the government website if you would like to learn more.

What else should you organise before travelling?

Alongside your NZeTA and IVL, it’s worth checking:

  • Passport validity
  • Travel insurance
  • Driving licence requirements if hiring a car
  • Seasonal road conditions
  • Biosecurity rules for bringing food or outdoor gear into New Zealand
